Noooooo....any kind of "gain more skill via using the skill" could never be implemented as it could actually be FUN.

Totally against any macro skilling, I suppose it could work if you forget it at a rapid rate also. e.g. warming up your engine or stretching before exercise.
Ofcourse, even if you don't forget how to ride a bike, you won't be doing any BMX racing if you don't keep your skills up 
Though here's an idea:
All pilots are by default solo. Han soooloooo *breathes deeply* NPC corps need to be joined. NPC corps are deccable...even CONCORD. That should bring fun 
When your training is done at the academy, GET OUT!
